 When you load the demo
 http://dev.openlayers.org/sandbox/vector/examples/GMLTasmania.html for the
 first time, the vector layers are rendered correctly.

 However, if you press the RELOAD button, only the WMS layer is rendered.
 The vector layers are not rendered.

 I thought the problem might be the vector layers are rendered under the
 baselayer - however if the baselayer is transparent the vector layers are
 still not visible.
