 for the use case where maxExtent is set to a subset of the extent
 supported by a map service, e.g. an WMS application set up for Ontario but
 WMS servers that support all of Canada, user wants to navigate to
 somewhere in Quebec which is a valid request even though it is outside of
 maxExtent.

 Proposal is that map.restricted extent be set to a default of 'auto' or a
 set to a bounds object which provides existing behaviour, and allow a new
 setting of 'false' which allows navigation outside of maxExtent.
