Comment:

 mmm, patches.

 Updated formats reprojection: fixed a bug in GML, added support for
 Format.Text, and updated vector-formats.html to support input and output
 reprojection being selected. Also, updated the docstrings to include info
 about custom transformations.

 Depends on #1037, but other than that, I think I'm happy to have this be
 reviewed.
