Comment:

 The answer to this is 'use different hostnames for different layers'. The
 result of that is that each layer will be drawn spirally from the center,
 and no complex mechanism is required to try and coordinate multiple layer
 loading. (The '7 months ago' open date with no activity leads me to
 believe this is probably not moving forward. If someone considers it
 important enough, reopen it with the gist of a proposed implementation.)
