Comment:

 OpenLayers is a Javascript library for creating maps -- but there's
 nothing lacking in the library for creating static maps inside a div.
 Simply disable the MouseControls/Navigation controls, and create your own
 controls for map control.

 More specific requirements are welcome, but I don't see anything here that
 isn't possible with the current library. Examples and specific requests
 are neccesary -- but be aware that if OpenLayers can already do it, it's
 likely to just be closed as invalid.
