 By the "the navigation control (which is the mouse movement control)" do
 you mean the dragging thing?  Yes, I think I'm asking for that to be
 switched off, but I'm also asking for a navigation control mode similar to
 http://dev.openstreetmap.org/~ojw/Browse/ to be included as standard
 (preferably with diagonal movement controls too, like on streetmap.co.uk
 and a jump to zoom-level N control as well as the one-step-at-a-time),
 maybe hidden behind some toggle control.  Those controls are much bigger,
 so much easier to click with poor motor control than the current small
 arrows.
