 As mentioned in the comments, the parent history navigation control is not
 intended to be added to a control panel.  The sub-controls (previous and
 next) can be added to a panel as buttons.  If you do choose to have the
 parent control in a panel, it will be added as a toggle with the updated
 patch.  No significant change, works, tests pass, etc.  Still up for
 review.
