 As an update, my wmc sandbox
 (http://dev.openlayers.org/sandbox/tschaub/wmc) contains relatively
 complete WMC read/write functionality that I'm happy with.  Still need to
 add a few features and write tests (and find some decent WMC docs to test
 with).  The formats are laid out so that multiple versions can be parsed.
