 Yeah, this control does it right.  It's just in MapBuilder, ka-Map,
 PrimaGIS, my old Calico app, and who knows where else that had it wrong.
 I previously didn't break out of the inner loop when the correct rule was
 encountered.

 also use formatNumber instead of toFixed to allow locale-dependant
 customization.

 In general, I've found there's really not much space for big numbers - so
 I've left the thousands separators out of the measures.  I see the point
 in making a custom decimal separator   available.  I'd really like to wait
 until something like formatNumber is available elsewhere to do that.
