 #1400 is about replacing PanZoom with PanPanel and ZoomPanel.  It does not
 treat the PanZoomBar.  I think a nice compliment to #1400 would be a
 ZoomSlider.  Absent that, I think adding class names to the PanZoomBar is
 good.
