 These seem like generally useful functions to code outside the OpenLayers
 library if another javascript framework is not being used - but I don't
 think it is OpenLayers mandate to provide this kind of function if it is
 not being used internally as well.  Unless using these functions elsewhere
 in the library would reduce code size I think it should be removed.
