Old description:

New description:

 Create versioned filter formats.  Use the readers/writers from the SLD
 format (ogc:Filter functions).

 After creating filter format, extend the SLD format with readers and
 writers from the filter format.  This is done in the almanac sandbox and
 looks to be in the vector behavior sandbox.

 Tests will likely need to be written.
