 Filter format is in the vector-behavior sandbox.

 In the topp/almanac sandbox, the SLD format is properly extended with the
 (properly versioned) Filter formats.

 Tests for the SLD format are updated in the topp/almanac sandbox.

 Tests for the Filter format are in the topp/almanac sandbox.
