 I don't think you need the possibility to change the name to something
 like ''foo.js'' but the inclusion should not be done case sensitive...
 Just think about html generators: Maybe you type it in the correct
 camelcase-style but the output is written always as OPENLAYERS.JS or
 something like that.
 And in fact, OpenLayers is working with OpenLayers.js AND openlayers.js
 AND OpEnLaYeRs.Js spelling but the styling (visual controls etc.) is only
 working by default (without an additional inclusion of style.css) when you
 type OpenLayers.js. Isn't this an unexpected effect? I don't think so...
 Furthermore if you are not using the OpenLayers.js spelling, you'll
 probably produce an 404 request for the style css.
