 I agree with Chris that it is better to have the layerOptions as a format
 option rather than a read option. wmc.layeroptions.patch is non-invasive
 and solves the original problem of this ticket by giving the application
 developer a way to specify layer options to ensure that reading in
 arbitrary WMC will result in the expected behaviour of the map. IMO this
 is good to commit.

 Anyway, the need for having base layers is something that is not entirely
 compatible with the concept of WMC (see comment:6), but that deserves a
 separate ticket.
