Comment:

 The patch for v1.js doesn't make the first context layer a base layer
 anymore. Since multiple contexts can be merged, only the first layer of
 the first context can be made a base layer if the map doesn't have one
 yet. For this, patch WMC.js is added.

 Note that the ticket type is changed into 'bug' since it should be
 possible to have all context layers visible and that is not possible when
 all layers are base layers.
